Ipswich Borough Council has seen a marked increase in the amount of abandoned shopping trolleys reported across the Borough. Whilst the Waste and Cleansing Team addresses this matter it bears the full costs associated with the work.
The Council can, following consultation, utilise powers under Section 99 and Schedule 4 of the Environmental Protection Act 1990 (the Act) that enable Ipswich Borough Council to fix charges to supermarkets for the seizure, storage and disposal of shopping trolleys.
To adopt these powers a consultation process will need to be conducted to allow sufficient time for potentially impacted parties to reply and the responses considered by the Council.
