The Planning and Compulsory Purchase Act 2004 (‘the Act’), as amended by the Planning Act 2008 and Localism Act 2011, requires the Council to prepare and maintain a ‘local development scheme’. This report addresses the revised local development scheme for Ipswich (also referred to as the ‘LDS’) and the thirteenth edition of the Ipswich Local Development Scheme is attached. It replaces the twelfth edition of the LDS for Ipswich published in September 2024.

 

All local planning authorities are required to update their LDS by 6 March 2025 as requested by the Deputy Prime Minister in a recent Chief Planner newsletter of 13 December 2024. This has to include a date for the Regulation 18 Consultation (the first formal consultation of the emerging Local Plan).

 

Executive is asked to approve the contents of the report with a view to recommending it to Full Council for adoption on 19 February 2025.

91.1.    Councillor Jones introduced the report, noting that all Councils needed a Local Development Scheme. Ipswich’s scheme had last been adopted in September 2024 and had now been updated to reflect the Government’s new planning policies.

 

It was RESOLVED:

 

that Executive recommends to Council that the draft Ipswich Borough Council Local Development Scheme 2025 (Appendix 1 to the report) is adopted on 19th February 2025.

 

Reason: To ensure the Council has produced an updated Local Development Scheme no later than 6 March 2025, as requested by the Deputy Prime Minister.
