A replacement of the Local List (Buildings of Townscape Interest) SPD 2021 is proposed. This is a regular review process leading to the publication of the Local List (Buildings of Townscape Interest) SPD, which will replace the 2021 SPD.

 

The Local List (Buildings of Townscape Interest) SPD was first adopted in 2013, with amendments to the list being adopted in a 2016 review. The entries were consolidated in the 2021 SPD, and the number of entries increased following consultation with the public. The 2021 SPD also adopted an illustrated, more descriptive format in line with Historic England guidance.

 

It is proposed to undertake a Call for Ideas, inviting nominations to the Local List through formal consultation with the public, including the Ipswich Society and the Conservation and Design Panel. Nominations will be reviewed by an internal panel comprising Councillors, members of the public and officers with an interest in the historic environment of Ipswich, following which a draft Local List (Buildings of Townscape Interest SPD) will be prepared for public consultation.

 

The report recommends that Executive approves both stages of the public consultation on the Draft Local List (Buildings of Townscape Interest) SPD.

The first stage being a ‘Call for Ideas’ consultation with the public, inviting nominations to the list.

 

The second stage being the consultation on the draft SPD incorporating the public nominations, following shortlisting by an internal panel.

A further covering report to the final SPD will be brought back to Executive and Full Council for authorisation to formally adopt.

75.1.     Councillor Jones introduced the report which sought approval for a ‘Call for Ideas’ public consultation for buildings to be included on the Local List and subsequent consultation on the draft revised Local List SPD. The Local List SPD offered protection to the Ipswich built environment for buildings of value within Urban Character areas where it was not possible to grant Listed Building status.

It was RESOLVED:

 

a)             That Executive authorises the Head of Planning, in consultation with the Portfolio Holder for Planning & Museums, the Head of Legal Services (Non-Contentious), the Portfolio Holder for Communities and the Assistant Director – Communities & Sport, to progress with the ‘Calls for Ideas’ public consultation for the Draft Local List (Buildings of Townscape Interest) SPD.

b)             That Executive authorises the Head of Planning, in consultation with the Portfolio Holder for Planning & Museums and the Head of Legal Services (Non-Contentious), to form an assessment panel who will consider the nominations received from the ‘Call for Ideas’ public consultation for the Draft Local List (Buildings of Townscape Interest) SPD and make recommendations on which nominations are to be included within a Draft Local List (Buildings of Townscape Interest) SPD.

c)             Subject to a) and b):

That Executive authorises the Head of Planning, in consultation with the Portfolio Holder for Planning & Museums and the Head of Legal Services (Non-Contentious), to create the Draft Local List (Buildings of Townscape Interest) SPD on the basis of the recommendations of the assessment panel and to progress with the public consultation for the Draft Local List (Buildings of Townscape Interest) SPD in consultation with the Portfolio Holder for Communities & Sport and the Assistant Director – Communities.

Reason: To comply with National Planning Policy Guidelines regarding the maintenance of an up to date register of undesignated heritage assets.
