When considering a licence application for a Park Home there are a number of different Acts to consider; Caravan Sites and Control of Development Act 1960, Mobile Homes Act 1983, as amended by the Mobile Homes Act 2013, and Mobile Homes (Site Rules) (England) Regulations 2014.
When a local housing authority receives a licence application, the authority must either-
• grant a licence
• refuse to grant a licence
Having received a complete park homes licence application, the Council is satisfied:
• Planning permission has been granted for the use of the land to be used as a mobile home site
• The proposed licence holder is fit and proper to be the licence holder
• The proposed licence holder is the most appropriate person to hold the licence
• The proposed manager is a fit and proper person, and the manager has control of the mobile
home site, or they are an employee of the person having control of the site
• The proposed management arrangements for the mobile home site are satisfactory
• The mobile home site is reasonably suitable for the number of pitches
• Site Rules are satisfactory
• The condition of the mobile home site is to a satisfactory standard at the time of inspection
• The Council has received application licence fees or regular payments fees have been set up
The licence contains certain standards site conditions, which the licence holder must obligate to throughout the licence period.
An application has been received from an owner of an existing pitch on the West Meadows mobile home site, Having reviewed the application it complies with the above legislation(s) and the site rules submitted with the application, so a Park Home licence has been granted.
To grant the Park Home licence.
