Purpose:

Ipswich Borough Council require a 900 KVa power supply to be reserved for the redevelopment of the Portman Road site – serving the area of the existing Portman Car Parks B and C. The reservation charge is an annual charge payable for the current year (i.e. January through to December 2022).

 

A quotation has been received from UKPN to the sum of £13,617.00 excluding VAT, which will be funded from the existing capital budget for the Portman Road Multi-storey Car Park project.

 

A decision to waive contract standing orders for direct award to UKPN has been made, for proprietary and operational reasons, UKPN are the only supplier that can provide the associated reservation of power.

 

If the exemption from Contract standing orders was not made, then the Council would have lost the reservation of power for the redevelopment/operation of the site which would prevent site development and the associated cost impacts and reputational damage.

Decision:

To waive contract standing orders and to pay the associated annual reservation fee to UKPN.

 

Reason:

To enable power to be reserved for the Portman Road development site.
