Ipswich Borough Council require to appoint a contractor to carry out the installation of the new gas mains supply, gas service and new gas meters for phase 2B of the Eastern Gateway.
These works are to be carried out by Fulcrum Utility Services Ltd. and comprise the laying, testing and commissioning of the new gas mains and services and the termination of the gas mains in a kiosk. The trenching and reinstatement works are to be carried out by the phase 2B main contractor.
A quotation has been received from Fulcrum for the sum of £118,021.97 excluding VAT, which will be funded from existing capital budgets.
A decision to waive contract standing orders for direct award to Fulcrum has been made. For proprietary and operational reasons Fulcrum are the only supplier who can complete all works necessary.
If the exemption from Contract standing orders had not been made, the works would not be undertaken, preventing the gas services from being connected (as there is no reasonable satisfactory alternative).
To waive contract standing orders and to award the contract to Fulcrum.
Reason:
To deliver the gas services to phase 2B.
