The Council has a statutory duty to provide street name plates, including a duty to renew street name plates when they become illegible. Orders for urgently required new or replacement street name plates have recently been placed and are due to be delivered by the manufacturer during week commencing 27^th September 2021. There are 79 sites where works are required. The works to install the street name plates and remove old street name plates which are worn out or damaged are usually carried out for the Council by R G Carter Southern Ltd, however the previous contractual arrangements with them have now expired.

As such, pending a full procurement process for the provision of a new contract, it is necessary to grant an exemption from the requirement for competition within the Council’s Contract Standing Orders so that the new street name plates due to be delivered shortly can be installed and those which they replace can be removed. This is required as a matter of urgency in order to avoid a loss of service. Relevant criteria of paragraph 3.10.2 of Part 4, Section 7 of the Council’s Constitution are met.

The alternative decision would be to wait until a full procurement exercise has been carried out but there is insufficient time to allow for this in this case – without creating a significant delay in installation times which would be likely to lead to public complaints.

There is money in the budget to cover the relevant contractual cost.

The works in question would take place in September and October 2021.

To waive the requirement for competition within the Council’s Contract Standing Orders in order to allow the Customer Services Operations Manager to contract, as a matter of urgency, for the provision of works to install new or replacement street name plates with R G Carter Southern Ltd to a maximum value of £13,974.17.

Reason:

To ensure that the name plates can be installed in a timely manner.
