Purpose:

Most streetlights in Ipswich are owned by Suffolk County Council (SCC) in its capacity as the Highway Authority. However, Ipswich Borough Council (IBC) owns and provides a small number of streetlights in various locations in Ipswich in its capacity as the Lighting Authority using its powers under Section 161 of the Public Health Act 1875 and, where appropriate, Section 45 of the Public Health Act 1961. These are managed by SCC on IBC’s behalf.

 

Following a public request, an officer decision has now been made to provide a new streetlight on the footpath (FP331) that runs from the main carriageway of Tuddenham Road to the service road of Tuddenham Road opposite 145/147. The position of the new streetlight will be approximately halfway

along the footpath.

 

The reason for making the decision is that the footpath is currently unlit and providing lighting will help to improve the safety of the public when using this footpath during the hours of darkness and because IBC

owns and provides the existing street lighting on the service road. The cost of installing the new streetlight is £3,198.85 of which £1,000 is being provided from the Local Highways budget of SCC Cllr Debbie

Richards and £1,000 is being provided from the Locality budget of SCC Cllr Inga Lockington, with IBC funding the remaining £1,198.85.

 

SCC will arrange for the works to provide the new streetlight, with IBC remaining the legal owner of the streetlight.

Decision:

To exercise the Council’s powers under the Public Health Act 1875 to install a new streetlight on footpath 331 on Tuddenham Road.

 

Reason:

The footpath is currently unlit and providing lighting will help to

improve the safety of the public when using this footpath during the hours of darkness and because IBC owns and provides the existing street lighting on the service road.
