Purpose:

The Council has powers under the Ipswich Market Act 2004 to make a legal Order to regulate traffic on those highways that are ‘market highways’ within the meaning of the Act when the market is taking place on them and where, in the opinion of the Council, this is considered necessary or expedient.

 

With the relocation of some of the market stalls to the section of Lloyds Avenue between the junction with Cornhill and the taxi rank turning head, it is considered necessary and expedient in the interests of road safety to make an Order to prevent motor vehicles from using this section of highway when the market is taking place.

 

As such, an Order is being made to this effect, which will also exempt certain vehicles from loading and unloading restrictions on the same section of highway. The necessary traffic sign shall be placed by the Council’s Commercial Development team when the market is taking place.

 

Exemptions shall apply as stated in the Order, which include (but are not limited to) emergency service vehicles, statutory undertakers, local authority vehicles being used in pursuance of statutory powers or duties, market traders and permit holders.

Decision:

To make a legal Order to regulate traffic on those highways that are ‘market highways’ to the section of Lloyds Avenue between the junction with

Cornhill and the taxi rank turning head where market stalls have been relocated. The Order will also exempt certain vehicles from loading and

unloading restrictions on the same section of highway. The necessary traffic sign shall be placed by the Council’s Commercial Development team when the market is taking place.

Reason:

To improve road safety where the market stalls have been relocated to.
