Purpose:

Ipswich Borough Council, on behalf of its’ theatre venues, needs to procure alcoholic beverages and soft drinks.

 

A procurement was undertaken in early 2020 so that provision could be made for a new contract to start in September 2020, however the Council did not receive enough interest to complete the procurement and due to venues being closed a decision was taken to withdraw the tender until 2021.

 

A report to Executive outlining a new procurement will be considered on 10th August 2021 with a view to a new contract commencing in November 2021.

 

This decision is to cover the period between the decision being made and the start of the new contract during which some alcoholic beverages and soft drinks will need to be purchased to restock bars.

 

An exemption from Contract Standing Orders is required as it is necessary to be able to procure these products for sale to customers on an ongoing basis. Failure to do so would lead to financial loss and reputational damage. It is economically in the best interests of the Council to apply an exemption from Contract Standing Orders for the interim period while a new contract is tendered.

Decision:

To purchase drinks from Adnams PLC with a maximum value of £45,000 for the period of 9th August to the date of the contract or the 30th November 2021 whichever occurs first.

 

Reason:

This decision is to cover the period between the decision being made and the start of the new contract during which some alcoholic beverages and soft drinks will need to be purchased to restock bars.
