In March 2021 SLC provided a review and refresh of facility development options for the Sport & Leisure service considering the impact of the pandemic and the publication of a new Sport England Strategy and a Football Foundation Local Facilities Football Plan.
There is a requirement for detailed facility mix design and outline plans to enable consideration of the future options for the service.
To waive contract standing orders and award a contract of £18,650 to SLC, for updating the review of Sport & Leisure Services with additional detailed facility mix design and plans.
Reason:
An open-tender competition was completed in 2019 to undertake the work that has been interrupted as a result of the Coronavirus pandemic. This report was refreshed in March 2021 but requires specific outline plans. SLC have already produced the initial review and have the information and their own research available to complete this work. Economically it is in the best interests of the Council as to let a new contract will almost certainly cost more for a new consultant that will not have done any of the work to date.
