Ipswich Borough Council requires to urgently install a powered door entrance to enable the gym located at Gainsborough Sports Centre to reopen with a separate entrance while the building is also being used as a vaccination centre.

Major capital schemes have requested one (due to the speed of delivery required and the contractors knowledge of the building) quotation for the supply, installation of the new external double door entrance, access ramp and access control from Bluebell Architectural and Design Products.

An exemption from Contract Standing Orders is being sought as the installation of the doors is urgent and delay would be likely to lead to financial loss for the Council. The period of the exemption is from between 12th to 23rd July 2021.

If the works are not exempt from Contract Standing Orders additional specification and quotation time will be required to deliver the works which will result in a delay and will prevent the gym service from opening fully.

The quote received was £7,620.00.

The works will be funded from the extended lease from the NHS to use the sport centre as a vaccination centre.

To waive contract standing orders and place the order with Bluebell.

Reason: To enable completion of the contracted works within given urgent timescales.
