Purpose:

The Council is developing an Older Persons Strategy and reviewing its sheltered scheme service. Housing Dynamics has provided consultancy services valued at £10,000 to establish the Review, create a vision and coordinate the surveys of the Council’s sheltered schemes.

 

It has been decided to appoint Housing Dynamics to coordinate the Older Persons Housing Review to the point of producing the final Strategy and implementation plan. This decision has been exempted from market testing under paragraph 3.10.2 of Contract Standing Orders as it is economically in the best interests of the Council given that Housing Dynamics has previously fed into earlier stages of the review.

 

The value of this contract is up to £35,000 and will be funded from the Housing Revenue Account Older Person Housing Review Reserve.

 

Alternative options considered:

To seek 3 quotes in line with Contract Standing Orders. However, due to the highly specialised nature of this type of consultancy service, and the fact that Housing Dynamics has previously carried out the review it would add delays and additional cost if another contractor was appointed and needed to familiarise themselves with the work done to date

Decision:
