‘Phase 1’ of the scheme was introduced via Portfolio Holder delegation (PH/20/03), ‘Phase 2’ of the scheme was established via Executive on 12th January 2021 (E/20/31) and ‘Phase 3’ of the scheme was established via Executive on 9^th March 2021 (E/20/43).

The Government have announced that an additional amount of £835,608 additional restrictions funding is available to top up the original award to Ipswich Borough Council. However, the funding is only available if all of the previous allocation is paid out by the 30^th June 2021.

This decision will enable the current allocation of funding to be utilised by 30 June 2021.

To authorise the Chief Executive to introduce new policies that deliver on the proposals within the report at paragraph 2.6 and to authorise the Chief Executive to administer and determine the grants payable in accordance with those policies.

Reason for decision: To enable the expenditure of the Additional Restrictions Grant funding by the new Government deadline (end of June 2021) in order for the Council to be able to access further funding.

Note: This decision has certified as being exempt from call in to enable the process to start and grants to be issued prior to the Government’s new deadline (end of June 2021) for spending the allocation of funding in order to be able to obtain an additional award.
