On 19th October 2020, the Council formally advertised proposals to make a new Off-Street Parking Places Order to replace those that the Council currently has in place. The proposals included making a number of changes to the terms and conditions that apply to the parking places covered by the current Orders as well as to vary parking tariffs. The Council received one representation regarding the proposed changes to the tariffs for its Norwich Road Shoppers parking place and one objection to the proposed increase in the tariff for all day parking on its long-stay car parks.

Documentation relating to the new Off-Street Parking Places Order is available on the Council’s website. The proposal to make the new Off-Street Parking Places Order was subject to a statutory public consultation and details were placed at every parking place affected, on the Council’s website and at the Council’s Customer Services Centre, and sent to the regular club users of Fore Street swimming pool, the Norwich Road traders group and Ipswich Central.

To implement the changes to the terms and conditions that apply to the parking places in question and make a new Off-Street Parking Places Order to do so, but not to make any variations to the tariffs that apply at this time.

The principal changes to the terms and conditions that shall be made are to:

1. Introduce a new class of vehicle (electric vehicle) and prescribe the conditions that apply to parking in spaces allocated to this class;

2. Allow for the method of payment for any individual parking place(s) covered by the Order to only be by electronic ticket or electronic season ticket; and

3. Allow for all permits and waivers issued under the Order to be issued electronically.

4. Remove the number of parking spaces from the schedules appended to the Off-Street Parking Places Order.

Reason:

To make a new Off-Street Parking Places Order to include a new class of vehicle (electric vehicle) and include electronic tickets, permits and waivers.
