Ipswich Borough Council have provided a mediation service to its tenants for many years. Catch 22 were the previous contractor which has run for 2 years and expires on 31st March 2021.
The Council has a duty to respond to anti-social behaviour (ASB) affecting the properties we manage (approximately 8000 tenants and 400 leaseholders). In low profile cases we will consider the use of informal interventions to address Anti-Social Behaviour (ASB). Offering mediation can be an effective way of resolving neighbour disputes and empowers our tenants to reach an agreement before the behaviour escalates further. This service not only supports the Housing ASB Policy but saves our own resources and Officer time.
Ipswich Borough Council invited quotes for the provision of the mediation contract for 2 years with the option of a one year extension. The quotes covered the requirements of the service, required standards, and performance measures required to evaluate service delivery. Catch 22 provided the most advantageous quote.
Ipswich Borough Council have decided to provide a mediation service for tenants and Leaseholders and to award this contract to Catch 22.
The contract is for 2 years running from 1st April 2021 to 31st March 2023 with the option of a year extension. Annually the cost of this £7,237, totalling £14,474 for the 2 year period.
There are no alternatives to awarding the contract to Catch 22. No other bids by alternative providers were received.
