Purpose:

Aecom have been awarded the contract to review and update the Ipswich Strategic Flood Risk Assessment (SFRA) originally published in 2011. The contract award (OD/19/22) was undertaken in accordance with CSOs through an open tender.

 

The SFRA is needed to inform the sequential approach to choosing sites to allocate for development through the Ipswich Local Plan. An updated hydraulic model for the Lower Gipping has now been received from the Environment Agency which provides up to date flood risk information to re-run the Aecom model taking account of climate change to provide an up to date picture for the Ipswich Local Plan Examination.

 

The following works are required as a variation:

 

1. The site assessments for the following 3 sites require updating with the revised Lower Gipping modelling: IP051; IP355 and IP279. Preparation of a new site proforma for site IP105 and updated text within the site proformas for 11 identified site allocations to make clear the future risk to the proposed sites from the Lower Gipping. – Cost exc. VAT: £1,291.95

 

2. Update the SFRA report to take account of the revised Gipping Model. – Cost exc. VAT: £1,666.07

 

3. Support at Local Plan Hearings – Cost at exc VAT £605.00

 

This brings the total value of the contract to a net of VAT cost of £28,962.18

Decision:

To grant a variation to the contract for the Ipswich Strategic Flood Risk Assessment to Aecom.

 

Reason: In order to ensure that the appointed Planning Inspectors have an up to date picture of likely flood risk to sites and required mitigation at the Examination Hearings to reflect the new E.A. Gipping Model findings, and there is support at the Hearings
