The Council requires a contractor to carry out a vehicle collection (removal, storage and disposal) service of abandoned vehicles identified within the Borough, to meet the legal duty on the Council under the Refuse Disposal (Amenity) Act 1978 and the Clean Neighbourhood and Environment Act 2005.
A competitive tender process was held but no bids were received. The Council subsequently contacted as many local suppliers as possible and has appointed Autobreak (Colchester) Ltd because this is the only quote that the Council has received. It meets the required specification and the contract value is estimated at £26,000, being £6,500 a year for a period of 3 years with a potential 12-month extension.
An exemption from the requirement in Contract Standing Orders (para 3.2) to carry out a competitive tendering process has been made. It is a matter of urgency to deliver the Council’s statutory duty to collect abandoned vehicles and a delay could be likely to lead to personal injury or damage to property.
