Ipswich Borough Council have applied and been successful for funding from the Low Carbon Skills Fund, a grant fund available to support applications to the Public Sector Decarbonisation Fund a central government grant scheme – to make energy saving improvements in up to 11 Council properties.
Specialist mechanical, electrical and building surveying services are required to undertake feasibility studies, to understand what can be achieved in the buildings and therefore inform future works. In order to meet the tight timescales for applications to the fund it has been decided to direct award via an ESPO framework.
Following discussions with NPS Group a fee proposal of £72,760 has been received for 11 feasibility studies. This will be fully funded via the grant award. The cost is considered reasonable by officers in addition to this NPS are able to resource the project quickly and have very detailed knowledge of the Council estate. |
Decision: To directly appoint NPS Group via an ESPO Framework.
Reasons: To enable a full bid to be made by the 11th of January to meet bid deadlines for the Decarbonisation Fund. |
