This decision recommends the appointment of a licensed asbestos removal contractor to provide Ipswich Borough Council (Maintenance & Contracts) with services to remove materials containing asbestos within its housing portfolio, as set out in the Executive report published for 24 March 2020, reference E/19/65.
That the Head of Housing and Community Services, in consultation with the Legal and Democratic Services Operations Manager, be authorised to enter into a contract with the supplier identified as Contractor 9 in exempt Appendix 1 to report E/19/65 for the delivery of an asbestos removal contract for a three-year term from 1st June 2020, together with authority to exercise an option to extend the term by a further 12 months.
Reason for decision:
The Chief Executive has exercised the delegated authority granted to him by the Leader on 24th March to take decisions on any and all Executive functions in consultation with the Leader (or in his absence or unavailability, with the Deputy Leader) to ensure the Council complies with its statutory obligations to maintain its housing stock and to carry out asbestos removal safely in accordance with relevant legislation by a licensed contractor. The preferred contractor’s tender was overall the most economically advantageous to the Council in accordance with the criteria set out in the tender documents.
