Decision details

There is a need to enter into a new contract for the appointment of a Principal Designer who will embrace the role of Principal Designer under the Construction (Design and Management) Regulations 2015 for all Ipswich Borough Council (Maintenance and Contracts) projects. It was decided to enter into a call-off contract against a framework agreement with South Eastern Consortium. The intended new contract will commence March 2020.

To enter into a framework call-off contract for up to 12 months commencing March 2020 through this consortium with Faithhorn Farrell Timms (FFT) to the sum of £30,000.

Reason: Under the Construction (Design & Management) Regulations 2015, the Council (as client) is required to appoint a Principal Designer for any project involving construction work if there will be more than one contractor (e.g. a contractor and sub-contractor) working on the project at any time. The appointment must be made as soon as is practicable as under the regulations a Principal Designer must be involved in the design phase of construction.
