Purpose:

DPL already have an Executive approved contract to replace old and potentially dangerous sub-mains to IBC blocks of flats and are progressing well delivering this.

 

This is in the economic interest of the Council because DPL already have a previously tendered contract to complete this type of work and are progressing well delivering it. They have agreed to complete leasehold flats at a substantially discounted rate to get these sub-mains completed at the same time as the tenanted flats.

 

The Council will oversee the work of DPL to ensure full compliance with IBC procedures and ensure that the Council and its leaseholders receives value for money.

 

Alternative options considered and why rejected:

Tender the works which was rejected because it was evident this could cost the Council and its leaseholders more and would have delayed replacement of these potentially dangerous sub-mains.

 

Adding the work to the current contract which was rejected because the leaseholders would not have been fully consulted.

Decision:

An exemption has been approved under section 3.2 of Contract Standing Orders to award a further contract to DPL for the replacement of sub-mains to leasehold flats, as it is “in the economic interest of the Council”, as well as, its leaseholders.

 

The contract has a value of £37,500 to complete the sub-main replacements to all the leasehold flats.
