The Council owns and provides a small number of streetlights in various locations in Ipswich using its powers under Section 161 of the Public Health Act 1875 and, where appropriate, Section 45 of the Public Health Act 1961. The Council’s streetlights are inspected, tested for electrical and structural safety, and maintained on the Council’s behalf by Suffolk County Council (SCC) who also arrange for the payment of electricity at the Council’s expense and provide an administrative service.
In accordance with the sound management of its assets, the Council usually replaces some of its street lighting stock each year. The decision as to which specific street lights to replace is made solely on the
grounds of the condition of the units, as advised by SCC’s street lighting engineers.
An officer decision has now been made to upgrade street lights in the following locations at an estimated cost of £19,789. This will have the benefit of providing better quality lighting and reduced running costs as modern street lights are more energy efficient. The provision of street lighting has an important effect in preventing crime and disorder. Ward councillors will be informed of the upgrades that are taking place in their area. The upgrades will be at the following locations with the IBC ward shown in brackets, but in some locations it may be the case that only some of the existing street lights will be upgraded:
* Footpath to east and north side of St.Mary-at-the-Elms Church, Elm Street (ALEXANDRA)
* Footpath 203 between Samuel Court and Woodbridge Road (ST.MARGARET’S)
* Pearl Road (WHITEHOUSE)
* Fraser Road (WESTGATE)
* Dial Lane (ALEXANDRA).
To exercise the Council’s powers under the Public Health Acts 1875 and 1961 to replace and upgrade some or all of the Council’s street lighting stock at the locations listed in this form.
