As part of its wider objectives to encourage the usage of public transport, the Council provides a number of bus shelters in various locations across Ipswich. The Council has a legal agreement with Clear Channel UK Ltd (who trade as Adshel) for the provision by them of advertising style bus shelters and this was the subject of a previous competitive tendering exercise.
The Council holds funds provided in accordance with a legal agreement made under Section 106 of the Town and Country Planning Act 1990 from the developers of the Shed 7 site at Orwell Quay and this allows for the expenditure of these funds to be used for the provision of a new bus shelter to serve the site.
The Council decided on 1st March 2018 (within officer decision form ref: OD/17/76) to use some of this Section 106 fund for the provision of a new advertising style bus shelter at the outbound bus stop on Duke Street outside the Travelodge Hotel. This was part of a wider decision to also use some other Section 106 funds for the provision of advertising style bus shelters in other locations. The decision capped the total expenditure across all of the relevant Section 106 funds at £69,670. A further officer decision form (ref: OD/17/85) of 21st March 2018 is associated with this.
The purpose of this officer decision form is to authorise up to a further £3,000 of expenditure from this Section 106 fund for the provision of this bus shelter, to reflect the increase in the cost of the works since the original officer decision was made.
To authorise up to an additional £3,000 from the Shed 7 (Orwell Quay) Section 106 fund to implement the decision in officer decision form ref: OD/17/76 to, in accordance with the Local Government (Miscellaneous Provisions) Act 1953 and subject to advertising consent, fund a new advertising style bus shelter provided by Clear Channel UK Ltd at the bus stop listed above.
The main alternative option would be not to provide the bus shelter. However, this would be contrary to the Council’s public transport objectives.
