Purpose:

SRP have a requirement to use a data hub to assist with debt recovery and fraud identification, through a subscription to a service called Locta.

 

The Locta Datahub is designed exclusively for the use of Local Authorities. It allows SRP to share data with Locta (all the relevant data sharing agreements are in place, even the DWP share data with them). It then allows LAs to use the product for tracing. The theory being that most people do not move far, but maybe across an LA boundary. It’s used by all of Suffolk, Norfolk and Essex LAs, so our borders are covered.

 

The product also has direct links for Equifax, TransUnion, Uk & NI Voters Roll, Companies House, VOA, Land Registry and Registry Trust reports

This will help with tracing absconders, identifying small business rate relief fraud and supporting the validation of housing claims among other things. It offers the best value for money, scope to recoup debts and reduce the level of bad debt write-offs.

 

If we do not purchase this subscription with Locta, we would need to take an alternative approach to tracing. This would mean an increase in searches with credit agencies, which would increase costs due to transaction fees.

An exemption has been granted from the market testing requirement of Contract Standing Orders on the grounds it is in the best economic interest of the Council to enter into a contract with Locta Datahub.

 

The value of this subscription is £5,985.00 per annum if a 2-year agreement is signed and allows for unlimited licences (which are also used in the housing teams, of IBC, BDC and MSDC).

 

The period of the contract would be 1st April 2023 to 31st March 2025 at a cost of £11,970

Decision:

To purchase the subscription with Locta.

 

Reason:

It was in the best economic interest of the Council to enter into a contract with Locta Datahub.
