Ipswich Borough Council is the accountable body for the Ipswich Town Deal which brings £25 million of government money to Ipswich to deliver a total of 11 projects. In order to receive the funding detailed business cases have to be submitted to government. To date, two of the 11 business cases have been
signed off.
In order to complete the remaining business cases as soon as possible so that the projects can progress, the Council needs to procure, on behalf of the Town Deal Board, additional consultant support. This will focus on the value for money aspects of the business cases and the calculation of the Benefit
Cost Ratio.
With the support of NALEP, the Council has identified Deyton Bell as a suitably competent consultant with experience of being successfully contributing to business cases for other Town Deals and the
capacity to deal with the Council’s timeframes for completion.
This matter is exempt from Contract Standing Orders on the basis that it is urgent, that it is necessary in order to avoid the risk of financial loss and that it is in the economic interests of the Council.
The agreed fees for the consultancy required to complete the VfM assessments currently required totals £61,700. This will be funded from the Towns Fund.
To appoint Deyton Bell to support the development of the detailed business cases for the Towns Fund programme and to exempt this decision from Contract Standing Orders.
Reason:
It is urgent, that it is necessary in order to avoid the risk of financial loss and that it is in the economic interests of the Council.
