The Council requires a Structural Engineering consultant to undertake an assessment on the structural condition of a building owned by a 3rd party on behalf of the Council’s Building Control function. The assessment would be undertaken and supervised by senior/chartered engineers of the IStructE.

The estimation of fees for these works is in the range of £10,000 to £15,000 including an allowance for contingency.

To award the contract to JP Chick & Partners Ltd without the need to conduct a competitive purchasing process.

Reason:

There is an urgent need to award this contract and a delay would be likely to lead to damage to property and/or personal injury. The requirement for the Council to conduct a competitive purchasing process for any Contract in excess of £10,000 may be waived where it is necessary as a matter of urgency and a delay would be likely to lead to financial loss, personal injury or damage to property.
