Environmental Protection require a contractor to carry out the collection and kennelling of stray dogs within the Borough, to meet the legal duty on the Council under the Environmental Protection Act 1990 and Environmental Protection (Stray dogs) regulations.
A contract has been in place for West End Rehoming Limited to provide this service since 2019 which expired on 1st October 2022. The contract has two 12-month extension periods available upon agreement of both parties, the first of which would cover the period between 1st October 2022 and 30th September 2023.
A decision has been made to extend the Contract to 30th September 2023. The contract has been agreed as existing with some agreed amendments to the pricing schedule, to account for the increase in costs being experienced by the contractor to provide the service. The value of the contract extension is estimated to be £13,720 a year utilising available budget for the financial year.
Alternative options conceded and why rejected:
Due to the previous tender process, it is unlikely going to tender would result in any other successful bids.
In addition, the current contractor provides an excellent service and two extension periods were provided
within the current contract if agreement of both parties was obtained.
To extend the contract with West End Rehoming Limited for a 12-month period to 30th September 2023.
Reason:
To allow Environmental Protection to continue to collect and kennel stray dogs.
