Purpose:

Ipswich Borough Council has used the IDOX Uniform IT system for many years for its Planning & Development database. The system stores all the Planning and Building Regulations, property and development history for the borough and is used across the council in many service areas.

 

The software (Uniform) and database (Oracle) are held on an IBC server which has exceeded its practical lifespan. Delays with contract negotiations for the main system have made it necessary to urgently move the data onto a new virtual server so that it can retain its overall security compliance. This also allows for a maintenance window to allow for an upgrade to the latest supported version of the software.

 

The contract deliverables will be:

• An extension to the original contract for the next 12 months to cover the license used by the Upgrade and urgent Server Move for Oracle and Uniform to the latest release

• SDE to SDO Conversion – required for compatibility

• Full Cyber security compliance for both the server and software

Decision:

To waive contract standing orders and grant the award of an urgent contract to cover the deliverables to IDOX Uniform for £14,725.

 

Reason:

In order that the database can be upgraded and migrated onto a new virtual server to mitigate cyber security and compliance concerns.
