The Council currently holds £313,356 provided under Section 106 of the Town and Country Planning Act 1990 from a development on Ransomes Europark on Augusta Close to be used on highway improvements to serve the relevant part of the Europark. The Council also holds £162,544 agreed internally as part of the Ravenswood development for improvements to the roundabout adjacent to the Thrasher PH and a further £47,293 from the same development for general off-site highway improvements.
It is proposed that IBC provide a sum of £475,000 from the funds towards the cost of these highway improvements and allow SCC to determine the best design for implementation taking into account all of the matters raised. This will help to reduce traffic congestion on this key local corridor to the benefit of all members of the public that use it as well as to local businesses and users of the A14.

The Ward Councillors (Priory Heath Ward), the Leader of the Council and the Transport Portfolio Holder have all been consulted on this and have no objection to the decision proposed. The Head of Development and Public Protection, Head of Resource Management and Legal Services Operations Manager have also been consulted.
This decision is being made using the Chief Executive’s delegation in relation to Executive functions in the ‘pre-election period’ – Part 3 – Section 5 – 10.1(k) of the Constitution. The Leader of the Borough Council was consulted accordingly. This decision will be reported to the first available meeting of the Executive after the commencement of the new municipal year.
