The Council published a Sustainability Appraisal (SA) (including Strategic Environmental Assessment) as part of its Final Draft (Regulation 19) Local Plan Review consultation in January 2020. The SA is a legal requirement under planning law. The law states that the SA must also comply with requirements of the European SEA Directive. The completed SA is required for submission with the Ipswich Local Plan to the Secretary of State for examination.
Arcadis have been the consultant responsible for producing the SA since August 2017. The overall cost for the SA work agreed in the latest contract is £18,946 exc VAT.
Further work is required for the SA not specified in the original Arcadis contract:
· Changes to policy wording and site allocations (Regulation 19 stage)
· Additional evidence from the Environment Agency
· Air Quality updates from consultants WSP.
The additional costs for the consultant to update the SA report are £4,300.
For the reasons stated above, the contract with Arcadis needs to be varied to include the additional work streams identified and the additional fee of £4,300 awarded, taking the total cost to £23,246.
