Authorisation is sought to adopt the Suffolk Coast RAMS SPD. The SPD has been drafted as a key resource to assist developers and others understand the requirements of the Habitats Regulations Assessment Recreational Disturbance Avoidance and Mitigation Strategy simplified to ‘the Strategy’ and its implementation.
The Strategy is a means by which new residential growth can be delivered in Ipswich Borough, Babergh District, Mid Suffolk District and East Suffolk District Councils which facilitates development whilst at the same time adequately protecting European wildlife sites from harm that could otherwise potentially occur because of increased recreation pressure from new residents.
The Strategy allows the Local Planning Authority to apply a tariff to all new residential development, which will go towards mitigation measures against recreational impact at the protected sites.
The Suffolk Coast RAMS SPD summarises the requirements of the Strategy for developers and seeks financial contributions towards strategic mitigations projects to address the impacts of resident’s recreational needs.

A ‘call for ideas’ was issued in June 2017, to which one response was received from Suffolk County Council. A 6-week public consultation was undertaken on the draft Suffolk Coast RAMS SPD between 18th September and 23rd October 2019.
