Draft Low Emissions Strategy Supplementary Planning Document (SPD)

The Low Emissions Strategy SPD will provide guidance on measures that can be implemented to mitigate the air quality impacts of new developments, considering the use and types of vehicles, the role of walking, cycling and public transport and the role of trees and other vegetation in absorbing pollutants.


It will provide guidance on the use of planning conditions and Section 106 obligations to improve air quality, and provide guidance on the requirements of air quality assessments.  It will consider the opportunities for designating low emission or clean air zones and the circumstances under which these would be required. It will take account of the Ipswich Borough Council Air Quality Action Plan 2019-2024 as appropriate.


Approval of the draft Low Emissions Strategy SPD is sought for public consultation.

Consultation process

A ‘call for ideas’ consultation on the Low Emissions Strategy SPD was held during July and August 2015 and repeated in June-July 2017.  The comments received have been considered as part of the production of the SPD.


The draft SPD will be subject to a full consultation in accordance with the relevant regulations and the Statement of Community Involvement 2018.
