The Council is currently in the process of progressing the Local Plan review, which will help to deliver growth within the borough including homes, employment land, and regeneration within the town centre within the plan period (2016 - 2036).
A Habitats Regulations Assessment (HRA) is needed for the Local Plan in its draft format and prior to formal submission to the Secretary of State for examination.
Work has been ongoing with Footprint Ecology on a Recreational Avoidance Mitigation Strategy (RAMS) across the Suffolk local authorities to look specifically at the respective areas of European protection in the county and establishing an appropriate mitigation strategy for dealing with planned growth.
The HRA is second part of consultant work required for the local plan and ties in directly to the RAMS work currently being undertaken. It is specific to the Ipswich Local Plan and the housing, employment, retail etc. growth that is to be planned within it.
Footprint have provided a quote of £8,262 to undertake the Ipswich specific work and it is considered appropriate to award them the contract on the basis of the previous work on RAMS that has been undertaken, and the short timescales which can be met by them.
