The Council is piloting a ‘Housing First’ scheme which provides an entrenched rough sleeper with a tenancy and intensive support. The intention is for IBC to provide the properties for the pilot scheme. Ipswich and East Suffolk Clinical Commissioning Group (IESCCG) has made £70,000 available to fund the support required for the one year pilot project.
The IESCCG made the money available to the Ipswich Locality Homelessness Partnership (ILHP) but because it is not a legal entity IBC is currently holding the money. The ILHP is the Council’s key partner in delivering the current rough sleeper project. The IESCCG is keen to see the scheme start as soon as possible so that the savings to the NHS can be monitored and the scheme possibly extended.
IBC and Suffolk Coastal currently have funding from the Ministry of Housing Communities and Local Government to reduce rough sleeping and this pilot scheme would help reduce the number of people rough sleeping. This scheme would ‘dovetail’ into the work already underway so there is a need to launch this scheme as soon as practicable and a formal tendering process would inevitably build in a delay.
Expressions of Interest will be sought from the constituent members of the ILHP to provide the support element of the project. An exemption from section 3.2 of Contract Standing Orders has been granted by the Chief Operating Officer granted on the grounds that “it is necessary as a matter of urgency and a delay would be likely to lead to financial loss or personal injury”.
Alternative options considered and why rejected
A formal tender process could be undertaken but this would delay the commencement of this project which the IESCCG is keen to pilot and have provided the money for. There is also an urgency to assist rough sleepers.
