The Council holds funds provided in accordance with legal agreements made under Section 106 of the Town and Country Planning Act 1990 from the developers of the development at 7-11 Great Whip Street and the development at Griffin Wharf, and the agreements allow for the expenditure of these funds to be used for the provision of RTPI units to serve each of the sites.
The Council decided on 1st March 2018 (within officer decision form ref: OD/17/76) to use some of each of these Section 106 funds for the provision of RTPI units at the locations listed below, and also included for the provision of some advertising style bus shelters at several locations, including two of those listed below, and to relocate a planter at a bus stop on Duke Street, and placed a total cap on expenditure of £69,670. The decision also waived the requirement for competition within the Council’s Contract Standing Orders.
1. Vernon Street (inbound), adjacent to former Old Bell PH.
2. Vernon Street (inbound), adjacent to bus gate at junction with Wherstead Road.
3. Wherstead Rd (inbound), on approach to roundabout with Hawes Street.
The £69,670 figure referred to above relates only to the provision of the advertising style bus shelters and the purpose of this officer decision form is to authorise the expenditure of a sum of £30,000 with SCC for the three RTPI units and up to a maximum of £2,000 to relocate the planter at the bus stop on Duke Street.
The main alternative option would be not to provide the RTPI units. However, this would not support to the Council’s public transport objectives.
