Ipswich Buses Ltd operate a bus service (Service 14) between Ipswich town centre and the Gippeswyk Park area. Changes made in September 2016 meant that this service only operated 3 return journeys per day on Saturdays, which operated 2 hours apart. The Council became aware of complaints from members of the public that this level of service was insufficient and therefore in December 2016 the Council decided (via a previous officer decision form – 23.12.2016) to subsidise an additional 3 return journeys per day on Saturdays so as to result in an hourly service between approximately 10am and 3pm. This was to run on a trial basis for 6 months at a cost to the Council of £145 per day of operation. The Council further decided (via a previous officer decision form – 26.6.2017) to extend the trial of these additional 3 journeys for up to another 6 months.
The Council has now been informed by Ipswich Buses that it intends to cease the operation of Service 14 from 18th February 2018. As such, it has been decided to further extend the provision of these additional 3 journeys for another seven Saturdays so that the period of operation of the Council’s subsidy of these specific journeys will coincide with the operation of the rest of this service.
The main alternative option would be not to subsidise the additional journeys. Whilst there is a financial cost to the Council of subsidising bus services which has to be taken into account, in this case the Council’s policies on encouraging the use of sustainable transport are considered to justify the subsidy of the specific journeys for this bus service on the basis stated.
