SEAC/18/29 Proposed Bus Stop Clearways

Minutes:

85.1      Michael Newsham, Integrated Transport Officer, explained that the Council had a longstanding programme of installing raised kerbs to make buses more accessible for disabled people. Bus stop clearways were also proposed where parking was preventing buses from accessing stops. Mr Newsham noted that residents were often concerned about the loss of on street parking where a bus stop clearway was introduced but noted that there was no right to park on the highway and that parking in the spaces lost was preventing stops from being accessed.

 

85.2      Mr Newsham explained that it was proposed to install a raised kerb at the outbound bus stop at 391/393 Felixstowe Road but that owing to existing dropped kerbs, installation at the present location was not possible. It was therefore proposed that the bus stop be relocated to outside 365 Felixstowe Road. A bus stop clearway in force from 7am to 7pm was also proposed to ensure that passengers could make use of the new raised kerb. No comments were made on this proposal.

 

85.3      Mr Newsham introduced the first proposal on Nacton Road, explaining that it was proposed to introduce a clearway restriction at the bus stop outside 176 Nacton Road.

 

85.4      A resident raised concerns that introducing the clearway would increase the amount of road space available and encourage inappropriate overtaking. The resident noted that there was another bus stop nearby and that the stop was only infrequently used, with removal of the stop having previously been considered. The resident also raised concerns about the impact of the proposal on available car parking.

 

85.5      Mr Newsham explained that the removal of the stop had indeed been proposed as part of a wider realignment of stops in the area. The proposals had been objected to, albeit only by 1 resident, and that having considered the issue, the South East Area Committee had decided to retain the stop. Mr Newsham commented that the proposal did not change the distance of the bus stop from the junction with Hatfield Road and so concerns about inappropriate overtaking would be equally applicable whether a clearway was installed or not. SCC Councillor Quinton agreed to look into the concerns residents had raised about road safety in the area.

 

85.6      A resident said that he was concerned that people would park closer to the Hatfield Road junction. Mr Newsham explained that there were already double yellow line waiting restrictions at this junction to protect drivers’ sightlines.

 

85.7      A resident commented that it was unlikely that the stop would be used by a wheelchair user or someone with a pushchair as there was nowhere nearby to safely cross Nacton Road. Mr Newsham explained that the bus company had made a complaint about access to the stop the Council needed to respond to that.

 

85.8      Mr Newsham introduced the second proposal on Nacton Road, explaining that it was proposed to introduce a clearway restriction at the bus stop outside 291 Nacton Road.

 

85.9      A resident commented that it would be better to move the bus stop outside 291 Nacton Road to an alternative location.

 

85.10   Councillor Knowles noted that it was not possible to reconsider the decision made to retain the bus stops on Nacton Road without a further consultation process. Councillor Knowles commented that it was the Committee’s role to consider how best to manage the road for bus passengers and other road users, also considering the impact on those who parked in the area. Councillor Knowles asked whether the bus stop clearway would prevent residents from installing dropped kerbs. Mr Newsham confirmed that the clearway would not prevent this, although in making any decision on a dropped kerb application Suffolk County Council would have to consider its policy.

 

Resolved:

 

a)           that the existing outbound bus stop outside 391/393 Felixstowe Road be relocated to a new position outside 365 Felixstowe Road and that a bus stop clearway restriction be installed with the times of its operation being from 7am to 7pm, in accordance with the plan shown in Appendix B of the report.   

 

Reason: In order to be able to provide raised bus stop kerbs for outbound buses in this vicinity and in order to ensure that bus passengers can easily and safely board and alight from buses. 

 

b)           that a bus stop clearway restriction, in force at all times, be installed at the inbound bus stop outside 176 Nacton Road, in accordance with the plan shown in Appendix B of the report. 

 

            Reason: To ensure that bus passengers can easily and safely board and alight from buses. 

 

c)           that a bus stop clearway restriction, in force at all times, be installed at the outbound bus stop outside 291 Nacton Road, in accordance with the plan shown in Appendix B of the report. 

 

            Reason: To ensure that bus passengers can easily and safely board and alight from buses.
