Minutes:

4.1      The Deputy Monitoring Officer updated the meeting and stated that the Monitoring Officer had asked that this meeting be convened to consider a revised approach to the granting of dispensations in order to ensure clarity for members throughout their terms of office.  It was noted that the Monitoring Officer proposes to exercise her authority and grant a dispensation for members, subject to written application, to participate and vote on the council’s Local Plan in addition to those dispensations, listed in 2.4 of report Ref No: AGD/14/01.

 

4.2      The Deputy Monitoring Officer confirmed that the new approach to granting those dispensations would be as follows:

            i) to all new (or re-elected) Councillors at the commencement of their term of office in May 2015, for the duration of their term of office; and

            ii) in May 2015, to all other Councillors for the remainder of their term of office; and

            iii) thereafter, the Monitoring Officer shall follow this practice in subsequent years thereby ensuring that all new Councillors on taking up office, in addition to continuing Councillors, have the appropriate dispensations.

 

            Resolved:

 

            that the revised approach proposed within report Ref No: AGD/14/01 on the granting of dispensations by the Monitoring Officer in the exercise of her delegated authority granted by Council and the Audit and Governance Sub-Committee, be noted and supported.
