C/19/19 To Consider a Report from Councillors D Ellesmere and M Cook on the Medium Term Financial Plan 2020/21 (Including Budget 2020/21). pdf icon PDF 2 MB

52.1      In accordance with Standing Orders Part 4, Section 1, Paragraph 12.3, the Mayor granted the first speaker from each political group an extension of time for their opening speeches to a total of ten minutes.

 

It was RESOLVED on a motion MOVED by Councillor Ellesmere and SECONDED by Councillor M Cook:

 

i)             that the document “Financial Strategies and Medium Term Financial Plan 2020/21 Onwards” including the Finance Strategy, Capital Strategy, and in particular the figures and estimates contained in it be approved;

 

ii)            that the change to Employer’s Pension contributions across the period 2021/22 to 2023/24, as set out in paragraphs 3.24 and 3.25 of the report, be approved;

 

iii)        that a Council Tax Requirement of £14,349,264 for 2020/21 including the investment and savings programmes identified in Section 3 of the “Financial Strategies and Medium Term Financial Plan 2020/21 Onwards” document be approved;

 

iv)        that the Ipswich Borough Council Tax levels for each property band for 2020/21, as set out in paragraph 8.6 of the report, be approved;

 

v)         that the Section 151 Officer be authorised to recommend to Council the remaining calculations of final Council Tax levels once all precepts and other levies have been received from the authorities concerned;

 

vi)        that the Capital Programme for 2020/21 and future years, together with the resources, shown in Section 6 of the “Financial Strategies and Medium Term Financial Plan 2020/21 Onwards” document be approved;

 

vii)       that the Prudential Indicators for 2020/21, as shown in Section 7 of the “Financial Strategies and Medium Term Financial Plan 2020/21 onwards” document, be approved;

 

viii)      that the Treasury Management Policy Statement for 2020/21, as shown in Section 7 of the “Financial Strategies and Medium Term Financial Plan 2020/21 onwards” document, be approved;

 

ix)        that the Minimum Revenue Provision levels, set out in Section 7 of the “Financial Strategies and Medium Term Financial Plan 2020/21 Onwards” document, be approved;

 

x)         that the contribution to the SRP (Shared Revenues & Benefits Partnership) be approved;

 

xi)        that the contribution to the Ipswich and Colchester Joint Museums Service be approved;

 

xii)       that from the 1st April 2020 properties that are unoccupied and unfurnished (Class C discount) receive a 25% reduction for the first 28 days with Council Tax then being payable in full (as detailed in paragraph 8.21 of the report).

that Option 1, as detailed in paragraph 4.1 of the report, be approved and that the designation of the extension to the Burlington Road Conservation Area include properties numbered 3-23 and 4-36 Dalton Road; 1-21 and 30-64 London Road; 13-25 and 36-38 Clarkson Street; 42-50 Stevenson Road; 3 Benezet Street; 21 Benezet Street; 24 Granville Street; 1 Clarkson Street and 5-7 Clarkson Street, as shown in the map at Appendix 1 to the report.

i)             that the Suffolk Coast European Sites Recreational Disturbance Avoidance and Mitigation Strategy Supplementary Planning Document be adopted;

 

ii)            that, up to and during the time of publication on the IBC website, the Planning and Development Operations Manager be authorised to make minor changes to the wording or layout of the SPD, provided that the changes do not materially alter the meaning of the document.
