Apologies were received from Councillor D Ellesmere.  Councillor M Cook took the Chair due to the late arrival of the Chair (4.10pm), Councillor M Cook continued to chair the remainder of the meeting.

To Confirm or Vary the Order of Business

to vary the Order of Business.   At Item 6. SRP/13/13 Head of Shared Revenues Partnership report, recommendation 10.1 would be considered and if agreed then it would be moved to consider Item 9. Exclusion of Public (including the press).  If agreed there would then be a presentation by the Head of Resource Management about Single Status Harmonisation and recommendation 10.2 would be considered.

Councillor D Haley declared an interest in Item 11 – SRP/13/16 Revenues Update as an acquaintance of a ratepayer under recovery.

            Councillor D Haley arrived during the discussion of this item.

 

41.1    There had been an improvement to the ‘time taken to process new claims’ at Mid Suffolk District Council as outstanding evidence which had been requested to complete some claims, had now been received.

 

41.2    Councillor M Cook asked for details of other authorities where schemes had been adopted to minimise the legal challenge of risk against their Council Tax reduction scheme and the Officers agreed to forward him this information.

 

41.3    All three Councils in the Shared Revenues Partnership were out for procurement to change their current bank provider and any risk during this time would be monitored.

 

            Resolved:

 

            that the Budget information 2014/15 and contributions for each partner authority be agreed and adopted.

 

             At this point in the meeting it was agreed to move that the public (including the Press) be excluded from the meeting.

45.1    Discussion took place about the numbers of cases of working age people affected by the size criteria to social rented claims.  Appendix 1 to report Ref No: SRP/13/14 detailed the number of awards, refusals, amount of Discretionary Housing Payments given and the amount committed.  Work continued by the Housing Team and the Customer Service Centres to promote the scheme and put forward recipients for referral, although it was acknowledged that the case load varied between differing areas of the three Councils and that payments were also available for private tenants.

 

45.2    A workshop would be held in January 2014 with the Department of Work and Pensions colleagues to promote the Universal Credit Welfare Reform programme.

 

            Resolved:

 

            that the initial impact of the welfare changes be noted and monitoring continue throughout the year.
