66.1    The Shared Revenues Partnership Operations Manager (Revenues) presented this report and detailed that following an increase in New Claims and Change of Circumstance in January 2014, due to the Christmas shut down (particularly at Babergh District Council), as detailed in paragraph 4.3 of the report the performance figures up to the end of February 2014 were as follows:

 

          Babergh District Council - New claims: 20, Change of Circumstance: 5

                       

                                    Ipswich Borough Council - New claims: 19, Change of Circumstance: 7

 

                                    Mid Suffolk District Council - New claims: 21, Change of Circumstance: 8

 

          66.2    The Officer confirmed that the Shared Revenues Partnership had been selected to pilot the merger of Electronic Transfer of Data (ETD) notifications into ATLAS to commence in May 2014.  In response to a Councillors’ concern about the pilot commencing during the election period, the Officer explained that it was anticipated extra support would be available during the transfer.  If problems were encountered then the system would not go ‘live’ and Councillors would be kept informed of the progress of the transfer.

 

            66.3    The Section 151 Officer for Mid Suffolk District Council summarised the Budgetary Position as at Month 11, 2013/14, the main variances and the forecast of the Operational Account.

 

66.4    The annual billing process was currently underway and had been staggered between the three authorities to minimise the impact on the Customer Services Team.

67.1       The Shared Revenues Partnership Operations Manager (Revenues) confirmed that the potential claimants qualifying for an exemption from the removal of the Spare Room Subsidy (RSRS) were as follows:

·                         Ipswich Borough Council - 78

·                         Babergh District Council – 15

·                         Mid Suffolk District Council – 33

 

67.2       The Officer agreed to circulate the details of the Discretionary Housing Payments (DHP) for each authority as at the end of February 2014 and reported that of the totals to date for 2013/14, 86% had been allocated by Ipswich Borough Council (with £40k remaining unallocated), 77% by Babergh District Council and 67% by Mid Suffolk District Council.

 

67.3       Work continued with Housing Services to review all past claimants and those currently in arrears to identify those who could be eligible to claim due to changes to Housing Benefit but some unallocated funding would remain. 

 

67.4       The DHP funding from central government for 2014/15 was detailed at 4.1 of the report and claims for next year would be allocated from this fund to offer ongoing support to those people affected.  From April 2014 a baseline would now be available to regulate activity and this would be profiled in the report to the next Joint Committee.

 

67.5       It was confirmed that those eligible to claim included tenants in private rented accommodation as well as local housing association and local authority tenants.  All possible steps would be taken to allocate the funding however, it remained difficult to identify those qualifying for support, the policy and criteria needed to be met and the demographic of each of the three authorities differed greatly.

 

67.6       Councillor Jenkins thanked the Team for the work undertaken to secure a DHP in relation to a particular client of Babergh District Council.

 

            Resolved:

 

            that the initial impact of the welfare changes be noted and monitoring continue throughout the year.

68.1       Councillor Pollard requested that, included within the Welfare Reform report due to be taken to the 18 June 2014 meeting,  were details on the effect that the implementation of the Welfare Reforms had on the percentage of Council Tax collected.
