Declarations of Interest

Minutes:

Councillor T Bavington declared an interest in Item 10 SRP/12/19 Head of Shared Services Revenues Partnership Update as being known by the owner of a company identified in appendix 5 of the report.

SRP/12/17 Welfare Reform Update pdf icon PDF 64 KB

Minutes:

42.1.      The Head of Shared Service confirmed that the benefit capping was still on schedule to be fully implemented by September 2013. All residents had been notified by the DWP of the changes and also residents would continue to be reminded of these changes by the Shared Revenues Partnership.

 

42.2.      The Head of Shared Service stated that by 4 February 2013 it was expected that all residents identified as being affected by the Social Housing Under Occupancy changes would be sent a letter informing them.

 

42.3.      Councillor T Bavington requested that the scripts produced to assist the Customer Service Teams with queries from customers could be forwarded to the Committee.

 

Action: The Head of Shared Service to circulate copies of the scripts which had been produced to assist the Customer Service Teams with queries from customers to all members of the Committee.

 

42.4.      Councillor Ellesmere asked whether a response had been received from Housing Associations. The Head of Shared Service reported that some smaller Housing Associations had not yet responded and as information would be needed to assess benefits, letters had been sent to inform them that no response would cause benefits to stop.

 

42.5.      The Head of Shared Service circulated a summary of Suffolk’s Local Council Tax/Benefit Support Scheme which showed that Ipswich Borough Council, Babergh District Council and Mid Suffolk District Council were all following the trend for Suffolk.

 

42.6.      Discussion took place regarding the collection of small arrears, how much would be collected, over what period of time and what the likely total would be and the Committee requested the details of these arrears.

 

Action: The SRP Revenues Manager to circulate to the Committee the arrears as requested above of all three authorities.

 

42.7.      With regard to the Council Tax instalment charges Councillor T Bavington asked what ratio of customers paid over 12 months in comparison to 10 months. The SRP Revenues Manager reported that currently more customers paid their council tax over a 10 month period and that the ratio would be circulated to the Committee.

 

Action: The Revenues Operational Manager to circulate the ratio of customers who paid their Council Tax over a period of 12 months in comparison to 10 months.

 

42.8.      Councillor Ellesmere reported that it had been agreed at a recent Suffolk Leader’s meeting that an A4 sheet would be included with the Council Tax bills, providing information with links to the website, which would normally have been provided as a hard copy. He stressed that hard copies would also be made available if requested by residents.

 

42.9.      The Committee acknowledged the amount of work undertaken by the Shared Revenues Partnership staff at this time.

 

 

 

 

Resolved:-

 

that the enormity of the Welfare reform changes and the potential impact be recognised, not only on the Shared Revenues Partnership, but also other council departments and the residents of Babergh, Ipswich and Mid Suffolk.

 

Reason: The Welfare Reform is the biggest change in the Welfare system for 60 years.

To consider excluding the public from the meeting during consideration of the following items under Regulation 21 of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2000 as it is likely that if members of the public were present during that item there would be disclosure to them of exempt information falling within paragraphs 3 and 4 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).
