The Senior Planning Officer presented the report illustrated by drawings and photographs.

 

The report was updated as follows: the application now proposed 6 dwellings instead of 7 dwellings and condition 3 additionally required details of visitor parking and pathways within the site.

 

The following late representations had been received:

 

1.          Resident, 10 Draymans Way, received 21/7/20

2.          Mr Good, 139 Cliff Lane, received 22/7/20

3.          Mr Renfro, 12 Draymans Way, received 23/7/20

 

Issues raised:

·            Concern regarding lack of community involvement

·            Concern over orientation of plots 5 and 6

·            Loss of privacy, particularly to 139 Cliff Lane, as plot 1 would be in an elevated position when compared with neighbouring properties

·            Proposal was out of keeping with the surrounding area

·            Proposal would result in significant disruption to surrounding area

·            Loss of privacy, light and view at 12 Draymans Way, bungalows would be preferable

·            Detriment to highway safety

 

Councillor Kreidewolf asked, in relation to condition 8, what an outbuilding of 10m3 would equate to and proposed that an informative be added to provide some guidance, and this was agreed.

 

RESOLVED:

 

Grant planning permission subject to the following:-

 

A.       The completion of a unilateral undertaking/provision of S111 agreement securing £731.34 in relation to RAMS contributions (indexed linked where necessary).

 

B.       Planning conditions in accordance with those set out below (briefly): -

 

1.       Development to be in accordance with the approved plans and the requirements of any succeeding conditions.

2.       Details of external facing materials to be submitted and approved before elevational works commence.

3.       No dwelling shall be occupied until details of visitor parking, pathways within site, surfacing, electric vehicle charging, boundary treatments (including gaps to promote ecological movement and provision low wall and railings on frontage), refuse storage and presentation, cycle storage, biodiversity enhancements and mitigation against externally generated noise have been submitted and approved.

Councillor Jones requested that consideration be given to the type of boundary treatment at the rear of the site under condition 4 in order to provide separation from the car park for the safety of future occupants whilst not blocking out light to the dwellings.
