The Planning & Development Operations Manager presented the report illustrated by drawings and photographs. 

 

Councillor Jones requested that consideration be given to the planting of a small native tree at the bottom of the garden of each plot.

 

RESOLVED:

 

Grant of planning permission subject to conditions (briefly): -

 

1.         The development is to be in accordance with the approved plans submitted with the application including materials and boundary treatments.

 

2.         Details to be submitted and approved :- Gas Protection Measures, means to prevent the discharge of surface water onto highway; hard landscaping; soft landscaping; biodiversity enhancement measures; and garden sheds. Development to be in accordance with approved details.

 

3.         Dwellings to meet the necessary energy and water efficiency levels.

 

4.         Existing vehicular access to be improved, laid out and completed in all respects in accordance with SCC specification DM01; and with an entrance width of 4.5 metres and thereafter retained.

 

5.         Provide clear visibility at a height of 0.6 metres above the carriageway level prior to first use of the access and thereafter permanently maintained.

 

6.         Notwithstanding the provisions of Part 2 Class A of the Town & Country Planning (General Permitted Development) Order 2015 (or any Order revoking and re-enacting that Order with or without modification) no obstruction over 0.6 metres high shall be erected, constructed, planted or permitted to grow within the areas of the visibility splays.

 

7.         The improved access onto the highway shall be properly surfaced with a bound material for a minimum distance of 5 metres from the edge of the metalled carriageway, in accordance with details submitted to and approved by the local planning authority.

2.         Prior to commencement of any works Tree Protection Measures shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved Tree Protection Measures.

Mr C Croydon, local resident, spoke to raise concerns in relation to this application:

 

-           Concern about air quality and more car parks in the town centre

-           Parking Strategy has not been published

-           Ipswich needs comprehensive transport strategy to achieve carbon reduction

 

Councillor P Smart proposed that an informative be added to request that consideration be given to resurfacing the strip of land on the western edge of the site where rainwater regularly collected, especially where allocated for disabled parking, and this was agreed. 

 

RESOLVED:

 

Grant planning permission subject to the following conditions (briefly):-

 

1.         Use shall cease on or before 5th February 2022.

 

2.         Provision of approved motorcycle and cycle parking to be implemented within 6 months of the date of permission.
