The Acting Operations Manager for Planning and Development presented the report illustrated by drawings and photographs.  Members attended a site visit on 11 December 2017.

 

Mr Peter Lapham, agent for the applicant, spoke in support of the proposals:

-               Site is not used, unmanaged, and overgrown;

-               Hand car wash is unauthorised and would be removed;

-               Visual improvement;

-               Amenity standards of the development meet standards;

-               New fencing would be provided to improve security;

-               Design has been subject to pre-app consultation with Conservation Officer regarding the listed building setting;

-               No 5-year housing supply, therefore there needs to be a presumption in favour of sustainable development;

-               Residential development on this site is acceptable.

 

Councillor Harsant proposed that lighting be provided at the rear of the development and it was agreed that this be included under condition 2.


Councillor Gage proposed that signage be provided to prevent parking across the proposed access road and it was agreed that this be included under condition 17.

The Senior Planning Officer presented the report illustrated by drawings and photographs.

The report was updated as follows:-

 

IBC Conservation Officer – This application seeks listed building consent for the installation of replacement external lighting at the Town Hall, Corn Exchange, Former Post Office, and Lloyds Building (13 Cornhill), following removal of existing external lighting, and installation of replacement handrails to the front of the Town Hall.

 

The existing lighting on the Town Hall is not particularly sympathetic, and there is no objection to the removal of the existing lighting. The existing handrails are not of historic interest, and do not contribute to the significance of the Town Hall, and again, there is no objection to their removal.

 

Pre-application advice has been provided with regard to the installation of replacement lighting, and this scheme reflects those pre-application discussions. The revised lighting scheme should result in the Cornhill being appropriately lit with more sensitive light fittings, and would provide much needed lighting to 13 Cornhill.

 

The number of handrails proposed at the Town Hall does, however, appear excessive and would likely provide the Town Hall with a visually cluttered appearance. It is recommended that the number of proposed handrails are reduced from 6 to 4, by omitting the central 2 handrails from the proposal.

 

Mr Tom Cookson, architect from Hall McKnight, spoke in support of the proposals:

 

-               Part of wider Cornhill redevelopment;

-               Existing railings and lighting poor standard;

-               Proposal will improve overall lighting scheme and provide accessible entrance.

 

RESOLVED:

 

To Grant listed building consent subject to the following conditions (briefly):-

 

1.            To be in accordance with approved drawings/details.

 

2.            Protection of building during construction works, with any new damage to be repaired in accordance with details to be agreed with the LPA.
