36.1.    Nigel Burrows, Principal Environmental Health Officer, reported that the Licensing Policy had to be reviewed and, if required, updated every five years. Following agreement at the previous Licensing & Regulatory Committee held on 24 July 2018, a consultation had been undertaken with responsible authorities and through the Council’s consultations website promoted via social media. One response had been received from the Police which requested that the ‘Area Child Protection Committee’ be amended to read ‘Suffolk Safeguarding Children Board’ to reflect the current structure.

 

36.2.    Following a request from Councillor Hughes, it was agreed that 14.1 of the Draft Revised Licensing Policy be amended to include ‘modern slavery’ offences to reflect Ipswich Borough Council’s Adoption of the Charter Against Modern Slavery as per the below.

 

·         Drunkenness on and off the premises;

·         Immigration crime and illegal working including all Modern Slavery 2015 offences

 

Resolved:

 

that the Licensing & Regulatory Committee, with the amendment above, submit the draft policy to Full Council for consideration and adoption.

LR/18/13 The Licensing Act 2003: Applications Update Report pdf icon PDF 107 KB

Minutes:

37.1.    Nigel Burrows, Principal Environmental Health Officer, provided a brief summary of the outcome of licensing applications which had been mediated or determined under delegated authority since the previous Licensing & Regulatory Committee meeting. With regards to The Swan public house, it was anticipated that another application would be received in the near future and the premises would be reopened.

 

37.2.    The Officer confirmed that no complaints had been received following the TENS application granted for the football ‘derby day’.

that the report be noted.

Exclusion of Public

To consider that the public (including the press) be excluded from the meeting during consideration of the following agenda items under Section 100(A) of the Local Government Act 1972 as it is likely that if members of the public were present during this item there would be disclosure to them of exempt information falling within paragraphs 1 of Schedule 12A of the Local Government Act 1972.
