Election of Chair

Minutes:

Resolved:

 

that Councillor C Wright be elected as Chair for the North West Area Committee for the 2016/17 municipal year.

 

1.1      Councillor Wright welcomed newly elected Councillor Ian Fisher (Castle Hill ward), the re-elected Councillors Meudec (Whitton ward), Vickery (Castle Hill ward) and Councillor Chisholm (Whitehouse ward), who had previously been a Councillor for Stoke Park ward.

Apologies for Absence

Apologies were received from Councillors Vickery and Goldsmith.  Councillors J Crossley and K Bole (Suffolk County Council) were also unable to attend the meeting.

6.

Update on Actions from the Previous Meeting

Minutes:

6.1      Suffolk County Councillor Bole was unable to attend the meeting to update about the 20mph speed limit however, the Lead Head of Service had received the following explanation:  Councillor Bole had met with Suffolk County Councillor Gage and re-evaluated the boundaries for the 20 mph speed limit in Whitton.  Questions resulting from this would be used in a further consultation exercise to be organised once the EU referendum had taken place.  In respect of Whitehouse ward, data would be gathered following the Whitton project but it would be difficult to do right away due to the cost of the 20mph project.  Councillor Bole had said that she would provide a schedule of the roadway programme at the meeting and the Chair asked that as she was unable to attend, that the schedule be circulated to all Councillors.

 

6.2      The Lead Head of Service reported that the date set for filming at the Skatepark had been between 28 March and 4 April 2016 and the company (as part of Suffolk County Council) had been operating under the Suffolk County Council Safeguarding Policy.

 

6.3      The Community Engagement Officer said that in respect of the request for a bus timetable at the top of Larchcroft Road by a resident, Ipswich Buses had said that this could not be justified however the timetables were available on the Ipswich Buses website.

 

6.4      The Lead Head of Service reported that in respect of the request by Councillor Vickery that there be a unified response to parking on verges, this would be discussed by the Area Committee Chairs at the next meeting.

 

7.

Responses to Public Questions Received and Open Discussion on Local Issues

Minutes:

7.1      No questions had been received prior to the meeting however, if residents submitted a question (up to 48 hours before the meeting) by post or e-mail they would receive a full response by an appropriate Officer of the Council. 

 

7.2      A resident asked about the future of Castle Hill Community Centre and it was confirmed that a panel of residents in conjunction with Suffolk County Council had taken over the running of the building and the North West Area Committee would be held at the Centre on Thursday 15 September 2016.

8.1       No Police were available to update on the priorities or statistics.

9.

Ward Councillors Feedback

Minutes:

9.1       Whitton ward

 

            Councillor Meudec reported that:-

·         The slide at Sherrington Road had been replaced and the play area re-surfaced.  The following day a fire had been started but there had been no damage.

·         Fly tipping incidents had increased and any occurrences could be reported via the Ipswich Borough Council website on www.ipswich.gov.uk  and intelligence would be used to identify the fly tippers.

·         Potholes could also be reported via the Suffolk County Council website at www.suffolk.gov.uk

·         The recent Open Day at the Emmaus Charity shop had been a success.

·         Meetings were being held of the Friends of North West Parks & Open Spaces.

·         The PhotoEast exhibition (part funded by the North West Area Committee) was currently being exhibited at The Waterfront.

·         The official opening of the Skate Park had taken place the previous Saturday and the Councillor thanked all who had been involved in the organisation of the successful day.  

 

Councillor Whittall encouraged residents to report all crimes (however small) by phoning 101 or on the Police website as this allowed patterns of criminal activity to be mapped.  He had requested information about the future of the No. 17 bus service but as yet had not received a reply.

 

9.2       Whitehouse ward

 

Councillor Chisholm reported that an occurrence of fly tipping had taken place behind the Tesco’s Express shop.  The area was privately owned and the Housing Team had been involved with cleaning up the walkway.  Work continued with Suffolk County Council to clear the paths at Adair Road and to report street lighting.  Councillor Wright had reported several areas of potholes in the Ulster Avenue area and fly tipping at Kerry Avenue/Wexford Road.

 

9.3       Castle Hill ward

 

            Councillor Fisher had been impressed at how the official opening of the Skate Park had been organised and he encouraged residents to contact him with any problems in the Castle Hill area.

 

9.4      Suffolk County Councillor Lockington reported that an Officer was looking into a legal agreement about the use of posts on verges.  Currently no byelaws existed and problems occurred where no prohibiting lines existed however, if a single or double line was in place then the verge was covered by the same exclusion.

10.1    The Community Engagement Officer presented this report which requested £500 from the North West Area Committee budget for costs associated with advertising and venue hire for 2016/17.

 

            Resolved:

 

            that £500 be allocated from the North West Area Committee budget for costs associated with advertising and venue hire, as detailed in Appendix 1 to report Ref No: NWAC/16/02, be agreed.

 

Reason:  To facilitate the good running of the Area Committee, meeting the goal to devolve power closer to the people.

11.1    The Community Engagement Officer presented the Area Action Plan and drew attention to the two funding requests which had been allocated at the previous meeting.  

 

            Resolved:

 

            that the Area Action Plan for the North West Area Committee, attached at Appendix 1 to report Ref No: NWAC/16/03, be noted.

 

Reason:  Developing priorities to provide the basis of an area action plan enabled the Area Committee to clearly communicate its vision and priorities for the area and would help demonstrate how its budget was being allocated to deliver the priorities set for the area.

12.1    The Lead Head of Service reported on the underspend from previous years, the £27,000 allocation for 2016/17 and the return of the unspent funding from last year’s MAD funding.  Councillors were requested to agree the MAD funding for 2016/17 (up to 10%) of the £27,000 allocation and on reflection they agreed that the MAD funding had been used to good effect during the previous year.

 

            Recommendations:

 

1.    that the financial statement at Appendix 2 to report Ref No: NWAC/16/04, be noted.

 

2.    that £2,700 be allocated from the 2016/17 budget for MAD (Making A Difference) funding, to be used for specific small scale projects, be agreed.

 

Reason: 

 

1.    To provide an audit trail of funding that has been spent from the North West Area Committee budget.

2.    To allow the North West Area Committee to devolve 10% of its annual budget to support small scale community initiatives.
