2.1      Apologies for absence were received from Suffolk County Councillors K Bole and I Lockington.

 

2.2      The Chair welcomed Councillor Erion Xhaferaj (Whitton ward) and thanked Stephen Connelly for his past work as part of the Committee.

Update on Actions from the previous meeting

Minutes:

Q1.      Suffolk County Council were to be asked for signs at Defoe Road, Byron Road and Shakespeare Road to stop lorries entering from Defoe Road.

 

            Debbie Owen had reported this issue via the Highways website and the following response had been received from Suffolk County Council:

 

            Signs were in place for this.  However, if the area was being used as a cut though (as this would be a moving traffic offence) the local Police Department should be contacted on 01473 613500 and this would get you through to the Safer Neighbourhood Team.  HGV’s however, were able to use this area of the roads of course when delivering.

 

Q2.      Councillor Vickery had asked why 50% of crime had been attributed to anti-social behaviour and violence and sexual offences and why the results of 60 Court cases were unavailable.  The Officer (PCSO Chris Shields) had said that he thought this could be due to increased incidents of drug related activity at Bramford Lane but he would look into the matter.  He also agreed to look into the amount of Court case results which were unavailable.

 

            Councillor Vickery confirmed that he had discussed these issues with the Police Inspector and was satisfied with the reply.

Responses to Public Questions Received and Open Discussion on Local Issues

7.1      No questions had been received in advance of the meeting however, if a question was submitted by e-mail or letter anytime up to 2 days before the meeting then a full response could be given by an appropriate Officer.

 

7.2      Open discussion on local issues was discussed following on from Item 9 – NWAC/15/02 Funding request – Whitton Youth Partnership.

8.1    PCSO Louise Firman reported that the Police priorities for the North West area of Ipswich were:

 

1.    To provide high visibility reassurance to the existing residents of West Meadows in relation to possible community tensions from the nearby illegal encampment. There had been no further issues.

 

2.    To provide high visibility reassurance in the area of Defoe Road following reports pf an increase in criminal damage and anti-social behaviour in the area. Patrols were ongoing.

 

3.    To provide high visibility reassurance and patrols in the area of Dales Open Space following an increase in reported suspicious activity and anti-social behaviour within the park area. This area had been monitored and there had been no further issues.

 

8.2       Further Police statistics had been tabled to Councillors at the meeting and the Priorities were due to be updated shortly.

 

Resolved:

 

that the Policing Priorities (updated verbally) and the Statistics, as detailed in Appendix 1 to report Ref No: NWAC/15/01 and tabled at the meeting, be noted.

 

Reason:  To provide clear and transparent details of the crime statistics in the North West area of Ipswich.

NWAC/15/02 Funding request - Whitton Youth Partnership pdf icon PDF 81 KB

Minutes:

9.1      Mr Ray Boggis, Chair of Trustees of the Whitton Youth Partnership presented this report which requested financial assistance by the Whitton Youth Partnership towards funding a Youth Officer for the North West area.  Employed by the Whitton Youth Partnership, the Officer would engage both primary and high school pupils and a website with links to other organisations was being developed.

 

9.2      The Partnership, set up 12 months ago as a registered charitable organisation was currently managed by a Board of five Trustees who were representatives of partner organisations.  The Partnership has a written Constitution, appropriate policies and procedures were in place and it also had a social media presence. 

 

9.3      Based at Whitton Church Hall in Whitton Church Lane, the Partnership currently runs holiday, football and movie clubs, mother and toddler and scout and guide groups and also offers after school activities.  However, it had been recognised that there was little or no provision for those not in education, employment or training (NEETS) and the aim would also be to start up a youth club.

 

9.4      The Partnership was looking to employ a dedicated youth worker for 3 days a week and were looking for £21,500 in total. £10,000 of funding had been secured from the Big Local Trust and £5,000 each had also been requested from the Suffolk Community Foundation and the Foyle Foundation.  Should any excess funding be secured it would be ring fenced and used to extend the contract period.  It was reported that Suffolk County Councillor K Bole had also offered to provide £2,500 from her Locality budget and it was anticipated that the other Suffolk County Councillors might also support the project.  Councillors suggested several other local and national organisations that Mr Boggis should contact and also Suffolk County Council as they were the responsible body for Education and Children’s Services in Suffolk. 

 

9.5      Councillor Meudec requested that when appointed, the Youth Officer could be invited to the Neighbourhood Partnership Group (NPG) meetings and she offered for a representative of the Council to be part of the Whitton Youth Partnership Steering Group.  Councillor Vickery offered to send in the Constitution of the Whitton Youth Partnership to the Community Engagement, Operations Manager for consideration as to whether a representative could be constituted to the Group on the Outside Bodies list of the Council.  

 

Resolved:

 

1.    that a pledge for funding of £7,500 be allocated from the North West Area Committee budget, as financial assistance to the Whitton Youth Partnership, towards funding a Youth Officer that would be employed by the Whitton Youth Partnership, as per the terms outlined in report Ref No: NWAC/15/02, be agreed.

 

Reason:  To improve engagement with young people of Whitton, Whitehouse and Castle Hill wards and provide support, guidance and a focussed approach to work with young people.

11.1    The Community Engagement Officer presented this funding request for £300 from the North West Area Committee budget for materials for the arts and craft group currently held at Body and Mind, Castle Hill Community Centre as detailed in Appendix 1 to report Ref No: NWAC/15/04.

 

            Resolved: 

 

            that £300 be allocated from the North West Area Committee budget for arts and craft materials for the Arts and Crafts Group, as detailed in Appendix 1 to report Ref No: NWAC/15/04, be agreed.

 

            Reason:  Arts and craft aim to provide a therapeutic activity for people and provide an activity for people to gather socially.  The group is open to all demographics and aims to engage with hard to reach communities and  to mitigate isolation and loneliness.

12.1    The Community Engagement Officer presented the Area Action Plan and it was agreed that the Committee would meet to discuss the priorities to be agreed for 2015/16.

 

            Resolved:

 

            that the North West Area Action Plan, attached at Appendix 1 to report Ref No: NWAC/15/05, be noted.

 

Reason:  Developing priorities to provide the basis of an area action plan would enable the North West Area Committee to clearly communicate its vision and priorities for the area and would help demonstrate how its budget was being allocated to deliver the priorities set for the Area.

13.1    The IBC Head of Service presented the Area Committee Budget update and reported that the underspend brought forward for the year 2014/15 (£12,870) would be added to the allocation for 2015/16 of £9,000 per ward (27,000 in total).  A room hire budget of £200 would be added from the corporate budget giving the Committee an available budget of £40,070.  The Committee were asked to agree the revised Making A Difference (MAD) protocol and decide how much (if any) Making A Difference (MAD) funding would be allocated for small scale community projects during 2015/16.  This could be up to 10% of the £27,000 funding allocated for the year 2015/16 and would need to be agreed by the majority of Councillors of the wards concerned.

 

13.2    The MAD funding allocated for 2014/15 had remained unallocated and would therefore be put back into the main budget and it was agreed that £2,700 would be allocated to the MAD budget for 2015/16 to be used on small scale initiatives.

 

            RESOLVED:

 

1.    that the revised Making A Difference (MAD) Protocol at Appendix 2 to report Ref No: NWAC/15/06, be agreed.

 

2.    that the financial statement attached at Appendix 3 to report Ref No: NWAC/15/06, be noted.

 

3.    that £2,700 be allocated from the annual 2015/16 budget to the Making A Difference (MAD) funding to support small scale initiatives, be agreed.

 

Reason:

 

(a)  To provide an audit trail of funding that has been spent from the North West Area Committee budget.

 

(b)  To allow the North West Area Committee to devolve up to 10% of its annual budget to support small scale initiatives.

 

(c)    To provide an indicative measure of how services and priorities in the action plan were being delivered in the North West of Ipswich.
