The Council has a highways agency agreement with Suffolk County Council (SCC) in order to provide the legal powers for the Council to undertake certain highway functions on SCC’s behalf and at their expense. These functions include verge maintenance, weed treatment, non-illuminated sign cleaning, footway winter gritting, and out of hours telephone call handling.


The highways agency agreement also provides the Council with legal powers to undertake certain other highways and transport functions at the Council’s own cost, including the provision of bus stops, bus stop clearway restrictions, pedestrian fingerposts, boundary signs and ‘sitting out’ licences.


The agreement expired on 31st March 2018 and it has been decided to extend it for one year to 31st March 2019 during which time a review is intended to be carried out regarding future arrangements from April 2019. Extending the agreement in this way will ensure that important public services continue to be provided and provide time for a more detailed review.

The only change to the scope of the agreement is to allow the Council to provide raised bus stop kerbs.


The agreement is made in accordance with powers contained in the Local Government Act 1972, the Local Government Act 2000 and The Local Authorities (Arrangements for the Discharge of Functions) (England) Regulations 2000 (as amended).


To extend the highways agency agreement with SCC for the functions referred to above from 1st April 2018 to 31st March 2019.
